1. RATIONALE
1.1. As a child safe organisation, LifeSource Church will create a child safe and child friendly culture and environment where all children are respected, valued and encouraged to reach their full potential according to the national strategy to prevent and respond to child sexual abuse: 2021-2030. We will adopt strategies and act to promote child wellbeing and prevent harm to children who access our church and programs. A child is a person under 16 years of age. However, as per ChildSafe Australia recommendations, a vulnerable person is considered 18 years and under, including a child.
1.2. This Child Protection Policy is based on the National Principles and NSW Child Safe Standards that detail key elements of child safe organisations with a planned and intentional approach to the safety and wellbeing of children.
1.3. This policy intends to provide the Senior Minister, Oversight/Board of the Church, church staff and volunteers with a clear plan for managing the safety of vulnerable people, including responding to and managing allegations of abuse effectively by knowing how to:
1.3.1. Outwork their duty of care compassionately
1.3.2. Attend to immediate needs of victim(s) and offer ongoing support
1.3.3. Liaise with and take advice from relevant authorities as required
1.3.4. Communicate wisely with Parents/Carers and other parties affected
1.3.5. Diligently protect other potential victims from harm
1.3.6. Follow the legal due process in relating to alleged abusers
1.3.7. Maintain appropriate confidentiality
1.3.8. Guide Team Members on how to behave and engage with vulnerable people in the Church.
1.3.9. Clarify the parameters of appropriate and inappropriate conduct for Church Team Members to create a safe and supportive environment for vulnerable people per the Church's mission and values and the Christian commitment we embrace.
1.3.10. Model a contemporary workplace at the Church that is faith-filled, collaborative, consultative, and lawfully compliant in relation to current child protection practices.
2. PURPOSE & SCOPE
2.1 In the past, we have maintained a loving and open acceptance of all people, trusting that as they become 'new creations' (2 Corinthians 5:17) in the image of Jesus Christ, that such things as mistrust and abuse will less likely occur. Unfortunately, this is not always the case. Therefore, all team members who work or volunteer with vulnerable people under the age of 18 years at LifeSource Church, including those with access to contact details / medical information of minors in specific programs/ministry events, will be required to undergo mandatory training and refresher updates as relevant to their role utilising the ChildSafe Australia resources. As such, all recommendations/references detailed by ChildSafe Australia, as described in the ChildSafe training manuals, are adopted and implemented as part of LifeSource Church's public commitment to child protection.
2.2 As detailed by ChildSafe Australia, LifeSource Church:
2.2.1 adopts the framework of establishing and maintaining a culture of safety.
2.2.2 actively endeavours to empower vulnerable people.
2.2.3 actively endeavours to ensure equity and inclusion in all areas of church activities.
2.2.4 adopts the descriptions and definitions of types of abuse.
2.2.5 adopts the risk management strategy outlined by ChildSafe Australia.
2.2.6 adopts the abuse reporting strategy outlined by ChildSafe Australia.
2.2.7 adopts the reporting and incident reporting procedures outlined by ChildSafe Australia.
2.2.8 adopts the ChildSafe codes of practice outlined by ChildSafe Australia.
2.3 Fundamental to implementing and managing child safety is utilising the safety management online (SMO) platform from ChildSafe Australia to plan, document and manage all activities of LifeSource Church where vulnerable people may be involved.
2.4 Training can be delivered on-site or online for all volunteers, non-credentialed staff, and leaders. However, for all credentialed staff and leaders, it is a condition of CRC Churches International to keep up to date with all requirements of Safety Management at Level four (4) as per the ChildSafe Australia framework. All staff and volunteers are to participate in progressive topical refreshers. These topical refreshers will be uploaded to the LifeSource Church app.
2.5 The policy is underpinned by relevant legislation and industrial instruments as outlined in Section 4 – Legal Framework. In the event of any conflict between this policy and the legislation, the provisions of the legislation take precedence. This policy applies to all persons engaged to work in or to provide services to the Church and its people.
2.6 LifeSource Church will:
2.6.1 ensure that all Team Members who will have direct contact with vulnerable people will be informed annually of their legal responsibilities related to child protection, mandatory reporting and other relevant church expectations
2.6.2 ensure that requirements to notify and investigate allegations of reportable conduct in compliance with the Ombudsman Act 1974 will be made known to the church staff, leaders and volunteers
2.6.3 ensure that the Church will comply with the requirements of the Child Protection (Working with Children) Act 2012 in relation to working with children check clearances for all persons in child-related work at the Church as required
2.6.4 ensure that evidence of working with children check clearances is maintained by the Church for all persons in child-related work at LifeSource Church as required under the Child Protection (Working with Children) Act 2012
2.6.5 respond to reportable matters in accordance with legislative requirements
3. PRINCIPLES & VALUES
3.1. The principles and values guiding this child protection policy are as follows:
3.1.1. Inherent Dignity and Worth:
3.1.1.1. LifeSource Church recognises that every child is created in the image of God and possesses inherent dignity and worth. Our interactions with children reflect this belief, ensuring they feel valued, respected, and heard.
3.1.2. Safe and Nurturing Environment:
3.1.2.1. We are committed to providing all children with a safe, nurturing, and positive environment. This includes physical, emotional, spiritual, and psychological safety. Our church aims to be an environment where children can grow, learn, and participate in faith activities without fear of harm or abuse.
3.1.3. Inclusivity and Equality:
3.1.3.1. LifeSource Church embraces diversity and is committed to treating all children equally, regardless of race, gender, ethnicity, disability, or socio-economic background. We strive to create an inclusive environment where every child feels accepted and has equal access to all church activities.
3.1.3.2. Team members are to engage with each participant's parent/caregiver as required to support and facilitate participant engagement according to the participant's unique needs.
3.1.4. Children's Rights and Participation:
3.1.4.1. Consistent with the principles of the United Nations Convention on the Rights of the Child, our church recognises children's rights to be protected, have their views respected, and be active participants in their faith community. We encourage and facilitate the age-appropriate involvement of children in decision-making processes that affect them.
3.1.5. Education and Empowerment:
3.1.5.1. LifeSource Church is dedicated to educating children about their rights, how to recognise and report abuse, and how to advocate for themselves. We also empower parents and guardians to support and protect their children.
3.1.6. Transparency and Accountability:
3.1.6.1. Our church operates with a high degree of transparency and accountability in all matters related to child protection. We maintain clear policies and procedures and ensure that all allegations of abuse or neglect are taken seriously and responded to swiftly and appropriately.
3.1.7. Collaboration and Community Engagement:
3.1.7.1. We believe in the power of community in safeguarding children. LifeSource Church collaborates with families, local authorities, and child protection agencies to promote the welfare of children and respond to child protection concerns.
3.1.8. Spiritual Guidance and Support:
3.1.8.1. Guided by Christian principles, LifeSource Church provides children with spiritual guidance and support, helping them develop a solid moral foundation and a deep understanding of their faith.
3.1.9. Continuous Improvement:
3.1.9.1. We are committed to ongoing improvement and learning in our child protection practices. Regular training, policy reviews, and feedback from the church community are integral to this process.
3.2. Through these principles and values, LifeSource Church aspires to embody the love and care that is at the heart of our Christian faith, ensuring that all children in our community are nurtured and protected.
4. LEGAL FRAMEWORK
4.1 Every State and Territory of Australia has enacted child protection legislation. This legislation sets out legal and regulatory requirements around the interaction with vulnerable people, the care of vulnerable people, and the reporting of conduct of concern. The principal legislation is set out in:
4.1.1 Children and Young Persons (Care and Protection) Act 1998 (NSW):
4.1.1.1 This Act is the primary legislation in New South Wales governing the welfare and protection of children and young persons. LifeSource Church adheres to this Act, ensuring that children's safety, welfare, and wellbeing are paramount considerations in all church activities and decisions.
4.1.2 Child Protection (Working with Children) Act 2012 (NSW):
4.1.2.1 In accordance with this Act, LifeSource Church mandates Working with Children Checks for all staff, volunteers, and any individuals in child-related work. This includes regular re-verification to ensure ongoing eligibility and compliance.
4.1.3 Mandatory Reporting:
4.1.3.1 Under the NSW Children and Young Persons (Care and Protection) Act, certain professionals, including those in religious organisations, are mandatory reporters. If there's a reasonable suspicion that a child is at risk of significant harm, it must be reported to the NSW Department of Communities and Justice (DCJ).
4.1.4 Privacy and Confidentiality:
4.1.4.1 The Privacy Act 1988 (Cth) and the Health Records and Information Privacy Act 2002 (NSW) guide our handling of personal information. LifeSource Church is committed to maintaining the confidentiality and privacy of the children and families we work with, in line with these legal requirements.
4.1.5 Anti-Discrimination Laws:
4.1.5.1 LifeSource Church follows the Anti-Discrimination Act 1977 (NSW), ensuring that no child is discriminated against based on race, sex, sexual orientation, age, disability, marital or domestic status, or family responsibilities.
4.1.6 Workplace Health and Safety:
4.1.6.1 In alignment with the Work Health and Safety Act 2011 (NSW), our church takes proactive steps to ensure children's physical safety in all church environments and activities.
4.1.7 Compliance with Child Safe Standards:
4.1.7.1 As recommended by the Royal Commission into Institutional Responses to Child Sexual Abuse, LifeSource Church is committed to implementing the Child Safe Standards to foster a culture of safety and care for children.
4.1.8 International Conventions:
4.1.8.1 LifeSource Church also acknowledges and respects international conventions relevant to child protection, such as the United Nations Convention on the Rights of the Child, ensuring our practices align with global standards for child safety and rights.
4.1.9 Regular Legal Updates and Training:
4.1.9.1 LifeSource Church commits to staying informed about changes and updates in child protection laws and regulations. It will update this policy in line with legislative amendments/changes. Regular training will be provided to staff and volunteers to ensure ongoing legal compliance and understanding.
4.2 Through strict adherence to these legal frameworks, LifeSource Church ensures a legally compliant and safe environment for all children under our care and guidance. This commitment to legal compliance protects children and supports our church community's integrity and ethical standards.
5. DUTY OF CARE
5.1 All Church Team Members have a duty to take reasonable care for the safety and welfare of minors and vulnerable people in their care. That duty is to consider and take all reasonable action to protect vulnerable people from known hazards or risks of harm that can be reasonably predicted. The standard of care required of a Church staff member, leader, worker, or volunteer must consider various factors, such as a vulnerable person's maturity and ability.
5.2 This duty of care owed to all vulnerable people by all Church Team Members applies during all activities and functions conducted or arranged by the Church where a vulnerable person is in the care of Church staff, leaders, workers or volunteers.
5.3 The risk associated with any activity must be assessed and managed by Church staff, leaders, workers or volunteers before the activity is undertaken. This is to occur through the 'permission to proceed' function of the ChildSafe safety management online (SMO) system.
5.4 A single serious failure to exercise an appropriate duty of care or persistent, repeated failures may constitute neglect or negligence according to the law if actual harm is caused or if there is the potential to cause significant harm to a vulnerable person.
5.5 All Church Team Members also have a duty not to neglect the welfare of vulnerable people. Neglect includes either an action or inaction by a person who has care responsibilities towards a vulnerable person, which may include:
5.5.1 Supervisory neglect (failure to adequately supervise a vulnerable person)
5.5.2 Carer neglect (grossly inadequate care of a vulnerable person)
5.5.3 Failure to protect from abuse (unreasonable failure to respond to information that may result in harm to a vulnerable person)
5.5.4 Reckless acts or failure to act (including a gross breach of professional standards that may result in harm to a vulnerable person)
5.6 Concerning this duty of care, all Church Team Members must participate in training opportunities as proposed by the Church to maintain and update their understanding of child protection law and practice and the Church's policies and procedures concerning the care of vulnerable people.
5.7 LifeSource Church uses ChildSafe Australia's Safety Management System (SMO) to support child protection efforts.
5.7.1 All people responsible for any form of church activities have access to SMO through a unique username and password.
5.7.1.1 The ChildSafe Officer administers this access.
5.7.1.2 Access to the SMO provides all church workers access to program plans, training materials and incident reporting links.
6. NATIONAL STANDARDS
6.1. LifeSource Church is committed to investing in exceeding the national child protection standards. The following describes how LifeSource Church will actively engage with the standards.
6.1.1. STANDARD 1 – A CULTURE OF SAFETY IS PROMOTED.
6.1.1.1. This policy and the Child Safe Code of Conduct and Procedures form a public commitment to child safety. A ChildSafe culture is championed and modelled at all levels of the church, from the Board and senior leadership down to volunteers. The Board will uphold appropriate policies, procedures, and child safety and wellbeing.
6.1.1.2. Good practice will include robust recruitment and risk management strategies. A strong culture of child safety will be achieved through the employment of staff, volunteer management, training for people working with children, information sharing, recordkeeping, and measures to keep programs and the physical location of activities as safe as possible.
6.1.1.3. The team leaders guide to meeting the standards document provides guidelines for promoting a safety culture.
6.1.2. STANDARD 2 – VULNERABLE PEOPLE ARE INFORMED AND EMPOWERED.
6.1.2.1. LifeSource Church will inform, consult and empower children to express their views and make suggestions. They will be given opportunities to contribute to decision-making regarding LifeSource church's activities that affect their lives. Children can choose whether they participate in activities, are encouraged to report incidents or practices that make them feel unsafe, and have access to abuse prevention programs and information.
6.1.2.2. The importance of friendships is recognised, and peer support is encouraged to help children feel safe and reduce isolation. Staff and volunteers are responsive to the input of children, trained and attuned to signs of harm.
6.1.2.3. The team leaders guide to meeting the standards document provides guidelines for informing and empowering vulnerable people.
6.1.3. STANDARD 3 - FAMILIES AND COMMUNITIES ARE INFORMED AND INVOLVED
6.1.3.1. LifeSource Church engages in open, two-way communication with families and the community about our child safety approach, and relevant information is accessible. Families and communities have the opportunity to contribute to the development and review of the LifeSource Church policies and practices.
6.1.3.2. Parents and carers participate in decisions affecting their child, such as permission forms for programs/events that include a section for parents/carers to identify possible risks to their child's safety at LifeSource Church (e.g., medical information, special needs, custody arrangements, etc.).
6.1.3.3. LifeSource Church meets statutory reporting obligations, e.g., ACNC. To comply with legal obligations, LifeSource Church will, at the request of a parent or carer, produce for inspection a copy of the policies and procedures adopted at the relevant time.
6.1.3.4. The team leaders guide to meeting the standards document provides guidelines for informing and involving families and communities.
6.1.4. STANDARD 4 - EQUITY IS PROMOTED AND DIVERSITY RESPECTED
6.1.4.1. LifeSource Church will actively anticipate children's diverse circumstances and respond effectively to those with additional vulnerabilities. Our values include treating everyone with dignity and respect. Services and programs aim to cater for and accommodate children's varied needs, such as Aboriginal and Torres Strait Islander children, children with disability, and children from culturally and linguistically diverse backgrounds.
6.1.4.2. Children have access to information, support and a complaints process that is culturally safe and easy to understand.
6.1.4.3. The team leaders guide to meeting the standards document provides guidelines for promoting equity and respecting diversity.
6.1.5. STANDARD 5 - STAFF AND VOLUNTEERS ARE SUITABLE AND SUPPORTED
6.1.5.1. Any person who has a prior conviction relating to violent or sexually related offences is prohibited from working at LifeSource Church. The recruitment process, advertising, screening and training of employees and volunteers emphasises child safety and wellbeing. The volunteer application process includes a Volunteer Application Form, referee check/s, an interview with a board appointed delegate and a signed agreement in the ChildSafe Safety Management Online System.
6.1.5.2. All persons 18 years and older working or volunteering with children must have a current and valid Working with Children Check (WWCC). The WWCC will be verified by the LifeSource Church ChildSafe Officer through the Office of Children's Guardian verification portal within thirty (30) days of being approved for ministry duties. The church will keep records. LifeSource Church will immediately remove employees/volunteers from child-related work should we be informed by the NSW Office of the Children's Guardian that a person has been barred (or has an interim bar).
6.1.5.3. All staff and volunteers receive appropriate induction and are aware of their responsibilities to children, including recordkeeping processes in relation to child safety, information sharing and reporting obligations.
6.1.5.4. Expected behaviours are communicated and promoted within a structure of support and accountability.
6.1.5.5. Ongoing supervision and people management are focused on child safety and wellbeing.

6.1.6. STANDARD 6 – PROCESSES ARE RESPONSIVE, UNDERSTOOD AND CHILD-FOCUSED
6.1.6.1. LifeSource Church will maintain an accessible, child-focused complaint-handling system that is culturally safe and can be understood by children, staff, volunteers and families. Complaints will be taken seriously and responded to promptly and thoroughly. Complaints involving illegal activity will be reported to the relevant authorities, and LifeSource Church will cooperate with law enforcement. The LifeSource Church Grievance Policy provides additional complaint information.
6.1.6.2. As per LifeSource Church's insurance company requirements, the police, insurance company and Board must be notified where there is reasonable suspicion of sexual abuse.
6.1.6.3. Employees and volunteers who are under investigation for committing sexual abuse will be automatically suspended from work or other duties within LifeSource Church until the conclusion of all internal and external investigative processes are completed.
6.1.6.3.1. Automatic termination of employment or involvement within LifeSource Church will occur if found guilty of committing sexual abuse by a relevant governing body.
6.1.6.3.2. LifeSource Church reserves the right to stand down an individual in the best interests of the individual and the church for a period of time (determined on a case-by-case basis).
6.1.6.3.3. Both parties will agree upon a documented return to work/volunteer process, including but not limited to re-training, a period of reflection upon circumstances of standing down, and a period of counselling and/or pastoral support if an allegation is proven false.
6.1.6.4. Under the NSW Reportable Conduct Scheme, the Office of the Children's Guardian must be notified of reportable allegations and reportable convictions via the following link: https://ocg.nsw.gov.au/organisations/reportable-conduct-scheme/reportable-conduct-notification-forms
6.1.6.5. LifeSource Church must comply with all reportable conduct obligations, including notifying the Office of the Children's Guardian of any reportable allegation or conviction against an employee/Volunteer of LifeSource Church. This notification must be made within seven working days of becoming aware of the reportable allegation or conviction. 6.1.6.6. Please see the LifeSource Church Privacy Policy for privacy obligations, including use and disclosure.
6.1.6.7. The team leaders guide to meeting the standards document provides guidelines for best ensuring LifeSource Church processes are responsive, understood, and child-focused.
6.1.7. STANDARD 7 – STAFF AND VOLUNTEERS ARE PROVIDED SKILLS AND AWARENESS THROUGH TRAINING
6.1.7.1. Continual information and training will be provided to staff and volunteers to implement child safety policy, maintain a system of child safety and wellbeing, recognise the nature and indicators of child maltreatment (particularly organisational child abuse), respond effectively to child safety issues, concerns and allegations of abuse, and support colleagues who disclose harm.
6.1.7.2. Advanced or specialised training is provided to staff/volunteers working in high-risk situations or with vulnerable children.
6.1.7.3. Training is regularly reviewed in response to emerging best practices.
6.1.7.3.1. LifeSource Church has a training plan; all training records are kept on the ChildSafe Safety Management Online System.
6.1.7.4. A person in a religious ministry or a person providing religion-based activities to children (e.g., minister of religion, deacon, church elder, etc.) is required by law to report suspected child abuse and neglect to government authorities. This includes information gained during or in connection to religious confession.
6.1.7.5. Additionally, all adults in NSW are required to report child abuse and protect children from abuse; failure to report and failure to protect a child (under 18 years) is a criminal offence. https://www.health.nsw.gov.au/parvan/childprotect/Pages/criminal-justice-changes.aspx
6.1.7.6. Mandated Reporters who reasonably suspect that a child or young person is at risk of significant harm must report their concerns per the requirements set out in the mandatory ChildSafe training or their legislated occupational guidelines.
6.1.7.7. In an emergency where there are urgent concerns for the child's health or life, the police will be called using the emergency line triple zero (000).
6.1.7.8. The team leaders guide to meeting the standards document provides guidelines for providing staff and volunteers with the skills and awareness to best ensure the practical implementation of this child protection policy.
6.1.8. STANDARD 8 – PHYSICAL AND ONLINE ENVIRONMENTS PROMOTE WELLBEING AND MINIMISE HARM
6.1.8.1. Risk management is practised, and safety measures are in place to mitigate risk without compromising a child's right to privacy and healthy development.
6.1.8.2. Staff and volunteers cannot run activities excluded from LifeSource Church's insurance coverage.
6.1.8.2.1. Examples of safety measures include sign-in/out procedures, children with children of similar age, effective and safe supervision of children in programs, regulations around toileting and nappy changes, illness, first aid, emergency evacuation, transportation and photography/video of children, etc.
6.1.8.3. Right to Refuse People
6.1.8.3.1. LifeSource Church reserves the right to refuse people with specific accusations/offences from attending church activities.
6.1.8.3.1.1. This includes refusing entry to any church activity for people who have been found guilty of a sexual offence against children and applies to people who have current pending charges of this nature.
6.1.8.4. Known Offenders Contract
6.1.8.4.1. At a minimum, LifeSource Church's insurance company must be contacted should it become aware of persons of concern (POC) by the Senior Pastor or responsible person for the church's insurance policy.
6.1.8.5. A Church Declaration Form and Person of Concern (POC) management plan must be completed to comply with the LifeSource Church insurance requirements, including a section regarding Sexual Abuse and Known Offenders.
6.1.8.5.1. The Public Liability contains a Known Offenders Exclusion, which means the church is not covered if a known offender was to offend against a child within the church.
6.1.8.6. With a spirit of grace and forgiveness, persons with a history of sexual offences may be welcomed into the church following a formal interview by a panel of Board members and pastors combined.
6.1.8.6.1. Persons accepted into the church will be subject to strict risk management and a high degree of monitoring and mentoring overseen by the Board and provided by senior leadership.
6.1.8.6.2. A Known Offenders Agreement between the Board and the person will be implemented that clearly outlines the boundaries in which they can participate in church and church activities.
6.1.8.7. A person already attending the church who either offends or discloses a past offence will be subject to pastoral supervision and the same level of risk management, monitoring and mentoring as above in 6.1.8.4.
6.1.8.8. Safeguarding children at LifeSource Church also applies to persons/organisations hiring the church facilities and external service providers.
6.1.8.9. The team leaders guide to meeting the standards document provides further practical information to minimise physical and online abuse opportunities.
6.1.9. STANDARD 9 – REGULAR REVIEWS IMPROVE IMPLEMENTATION
6.1.9.1. LifeSource Church will continuously review, evaluate and analyse child safe practices and implementation through regular child safe audits, event debrief meetings, complaints, incident reports, and feedback from staff, volunteers, children, families and the community.
6.1.9.1.1. The Board will conduct a special review in the case of a significant incident.
6.1.9.2. New challenges and concerns that arise from reviews will be addressed to identify causes and systemic failures and inform continuous improvement. Reviews will include changing conditions such as expanding services offered to children or changing the LifeSource Church management/reporting structure or systems.

6.1.10. STANDARD 10 – POLICIES AND PROCEDURES DOCUMENT AND PROMOTE SAFETY
6.1.10.1. LifeSource Church will ensure that policies and procedures address all Child Safe Standards and are accessible, easy to understand, include stakeholder input, championed by leaders, implemented and complied with, understood by staff and volunteers, and supported by continuous training.
6.1.10.2. The team leaders guide to meeting the standards document provides guidelines for documenting policies and procedures and promoting safety.
7. CODES OF PRACTICE - CHILDSAFE AUSTRALIA
7.1 LifeSource Church is committed to ensuring that codes of practice are always maintained. All staff, volunteers and external contractors MUST ensure they protect vulnerable people by:
7.1.1 ChildSafe Ratios
7.1.1.1 The team member-to-participant ratio for general activities for children 0-1 must be at least 1:4 (e.g., one (1) leader for every four (4) participants).
7.1.1.2 The team member-to-participant ratio for general activities for children 2-3 must be at least 1:5 (e.g., one (1) leader for every five (5) participants).
7.1.1.3 The team member-to-participant ratio for general activities for children 4-5 must be at least 1:7 (e.g., one (1) leader for every seven (7) participants).
7.1.1.4 The team member-to-participant ratio for general activities for children 6 years and above must be at least 1:8 (e.g., one (1) leader for every eight (8) participants).

7.1.4.1 Any physical contact with children should be appropriate, necessary, and in full view of others. Staff and volunteers should be aware of each child's comfort level and respect their personal space and boundaries.

7.1.12.1 When using digital media for church activities involving children, staff and volunteers must adhere to guidelines ensuring safe and respectful use of these technologies. This includes not sharing photos or personal information of children without parental consent.
7.1.13 Consent Requirements for Photography, Video, and Digital Media Use:

7.1.13.1.1 The purpose of this section is to outline the requirements for obtaining and managing consent when using photography, video, and other digital media involving minors at LifeSource Church. 7.1.13.1.3.1.1 Only designated photographers and videographers, approved by the church leadership, are authorised to capture images or videos during authorised church activities involving minors.
7.1.13.1.3.1.1.1 This can occur through email authorisation from any executive level pastor or above, the ChildSafe Officer, or the business operations officer.
7.1.13.1.3.1.2 These individuals must undergo appropriate training on the church's media use policies and adhere strictly to the consent requirements.
7.1.13.1.3.2 Visible Identification:
7.1.13.1.3.2.1 Designated photographers and videographers must wear visible identification (e.g., badges) during events to ensure transparency and reassure parents/guardians that the media captured is for church-sanctioned purposes.
7.1.13.1.3.3 Supervision and Oversight:
7.1.13.1.3.3.1 Photographers and videographers should conduct their activities under the supervision of the authorised program coordinator and in compliance with the permission to proceed application in the ChildSafe SMO. Any concerns or issues regarding media capture should be immediately reported to the ChildSafe Officer or designated authority.
7.1.13.1.3.4 Storage and Security of Media
7.1.13.1.3.4.1 Secure Storage:
7.1.13.1.3.4.1.1 All images, videos, and digital media featuring minors must be securely stored in accordance with the church's privacy policy. Digital files must be stored on password-protected devices or servers, and physical media (e.g., printed photos) should be kept in locked cabinets.
7.1.13.1.3.4.1.2 Access to these media files should be restricted to authorised personnel only.
7.1.13.1.3.4.1.3 If LifeSource Church has a designated video or photographic device, then all images/videos/etc must be captured using this device. However, should this not be available, ONLY the authorised person may use their personal devices to capture any children. These images/videos etc must be promptly stored in the appropriate LifeSource Church Cloud storage, and ALL captured material must be promptly deleted from the personal device, including any cloud backups.
7.1.13.1.3.4.2 Limited Use and Retention:
7.1.13.1.3.4.2.1 Media files should only be retained for as long as they are needed for the purposes specified in the consent form or intended ministry purpose. Once the media is no longer needed, it should be securely deleted or destroyed.
7.1.13.1.3.4.2.2 Retention of images is subject to section 5 – Security and Holding of Your Personal Information of the LifeSource Church Privacy Policy.

8.2.5.1 At LifeSource Church, there are clear expectations regarding attendance. All team members must maintain punctuality and regular attendance as a sign of professionalism and commitment. In instances of unavoidable absences or lateness, it's imperative to inform your team leader/ministry coordinator promptly, ensuring clear communication and minimal disruption to the church's operations.
8.2.6 Harassment & Discrimination
8.2.6.1 LifeSource Church upholds a strict policy of zero tolerance towards any form of sexual, racial, or other types of harassment and discrimination. This commitment to a respectful and safe environment necessitates that any incidents of harassment or discrimination be reported immediately to the Business Operations Officer, or alternatively, the Senior Pastor. This swift reporting helps promptly address and resolve such issues, ensuring a healthy and inclusive atmosphere.
8.2.7 Mobile Phone & Technology
8.2.7.1 Regarding mobile phone and technology use at LifeSource Church, staff and volunteers must use technology and mobile devices responsibly during work/serving hours, especially when supervising vulnerable people groups. This entails prioritising work-related tasks and responsibilities over personal device usage to maintain focus and efficiency in the workplace. Responsible use of technology is vital to a productive and professional environment.
8.2.8 Substance Use
8.2.8.1 LifeSource Church strictly prohibits the use of illicit drugs and the abuse of alcohol, ensuring a safe and healthy work environment. Furthermore, it is required that any staff member/volunteer using prescription medications that could potentially impact their work performance inform management. This policy is in place to maintain all staff's safety and wellbeing and ensure effective and responsible work practices.
8.2.9 Dress Code
8.2.9.1 The dress code at LifeSource Church requires adherence to a standard of professional and modest attire, with a general guideline of smart casual, yet flexible enough to suit the specific circumstances of service. Regardless of the situation, avoiding any clothing or logos that could be deemed offensive is essential. 9.1.1.1.1 Risk assessments will be conducted as part of the permission to proceed tool on the ChildSafe safety management online system (SMO).
9.1.1.1.1.1 A two-person risk assessment process will take place. First, the program coordinator will conduct a risk assessment of the proposed activity and submit it to the ChildSafe Officer through the SMO for permission to proceed.
9.1.2 Risk Assessment Criteria:
9.1.2.1 The risk assessments will consider various factors, including the nature of the activity, the physical environment, the ratio of adults to children, the age and maturity of the children, and any specific needs of individual children. Risks associated with digital and online interactions will also be evaluated, especially in activities involving social media or virtual platforms.
9.1.3 Mitigation Strategies:
9.1.3.1 Upon identifying potential risks, LifeSource Church will implement appropriate mitigation strategies. This may include altering the environment, adjusting supervision levels, providing additional training to staff and volunteers, or modifying the activity.

9.1.4.1 All risk assessments and mitigation measures will be documented and regularly reviewed. This ensures that the strategies are effective and relevant to current activities and environments.

9.2.1 All church activities MUST be planned through and uploaded to the SMO. Permission MUST be received to proceed through the SMO before ANY activity can occur. The following requirements are the minimum to proceed with any church activity involving vulnerable people:

10. RECRUITMENT & TRAINING
10.1 LifeSource Church is committed to ensuring all staff and volunteers are suitably recruited and trained to the appropriate level their role warrants to facilitate safe programs. All staff, volunteers and external contractors must comply with reasonable requests to participate in training and follow the recruitment process (including providing any relevant documentation to ensure their suitability). LifeSource Church will ensure this in the following ways:
10.1.1 Safe Recruitment Procedures:
10.1.1.1 LifeSource Church is committed to safe recruitment practices. This includes conducting thorough background checks for all new hires and volunteers, especially those who will work directly with children. Checks include Working with Children Checks (WWCC), reference checks, a possible interview and endorsement from a LifeSource Church Board representative.
10.1.2 Induction Program:
10.1.2.1 All new staff and volunteers will undergo an induction program that covers our child protection policy, codes of conduct, and their specific responsibilities towards child safety. This program ensures they are fully informed about the importance of child protection within our church.
10.1.3 Ongoing Training:
10.1.3.1 Regular training sessions are conducted for all staff and volunteers to keep them updated on child protection practices, legal requirements, and changes in church policies. This training also includes recognising and responding to signs of abuse or neglect.
10.1.3.2 All people responsible for any form of church activity have access to training through the SMO through a unique username and password.
10.1.3.2.1 All training materials for the person's level of responsibility can be found on the SMO for review.
10.1.3.2.2 The ChildSafe Officer administers this access.
10.1.4 Child Safety Awareness:
10.1.4.1 Specific training modules focus on child safety awareness, including understanding the different types of abuse, how to identify signs of abuse, and understanding the impact of abuse on children's wellbeing and development.
10.1.5 Reporting and Response Procedures:
10.1.5.1 Training includes detailed guidance on how to report suspected abuse or neglect and the procedures to follow. This ensures that all staff and volunteers are prepared to act promptly and appropriately to protect the child's welfare.
10.1.6 Role-Specific Training:
10.1.6.1 Depending on their role, staff and volunteers may receive additional training. For example, those involved in youth programs may receive training on managing behavioural issues. In contrast, those in pastoral care may receive training on counselling and supporting children in distress.
10.1.7 External Training Opportunities:
10.1.7.1 LifeSource Church may also provide opportunities for staff and volunteers to attend external training workshops and child protection and welfare seminars. This ensures exposure to broader perspectives and best practices in the field.
10.1.8 Refreshment Courses:
10.1.8.1 Staff and volunteers must undergo refresher courses to maintain current and effective knowledge and skills. The expectation is that all staff and volunteers watch the periodic (generally weekly, but occasionally fortnightly) short videos (1-5 mins) through the LifeSource Church app.
10.1.8.2 A full length ChildSafe seminar course will occur every two (2) years.
10.1.8.3 For new volunteers training will be available at the direction of LifeSource Church management. This can occur through on-site training or through the ChildSafe Australia training portal, at a small cost. LifeSource Church will compensate the cost of the course upon completion.
10.1.9 Ministry Supervision
10.1.9.1 All team members and team leaders are to engage in one (1) mandatory supervision sessions per year.
10.1.9.1.1 These sessions are confidential (except in the case of a mandatory reporting issue) and are designed to support each team members/team leader's ministry practice.
10.1.9.1.1.1 Whilst one (1) supervision session is considered mandatory, additional supervision sessions can be arranged as needed and requested.
10.1.10 Evaluation and Feedback:
10.1.10.1 Post-training evaluations are conducted to assess the effectiveness of the training programs. Participants' feedback is used to improve the training content and delivery methods continuously.
10.2 Through these comprehensive recruitment and training practices, LifeSource Church aims to ensure that all individuals working with children are thoroughly vetted and well-equipped with the knowledge and skills necessary to create a safe and supportive environment for vulnerable people.
11. RESPONSE PROCEDURES
11.1 LifeSource Church is committed to ensuring all staff and volunteers follow all legislative reporting obligations. LifeSource Church will ensure this through the following:
11.1.1 Immediate Action:
11.1.1.1 Upon receiving a report of a child safety concern, immediate action will be taken to ensure the safety of the child or children involved. This may include removing the child from a potentially harmful situation or suspending the individual against whom the concern has been raised from their duties pending investigation.
11.1.2 Convening the Response Team:
11.1.2.1 The ChildSafe Officer will convene a response team, which may include church leadership, legal counsel, and external child welfare experts. This team is responsible for assessing the report and determining the next steps.
11.1.3 Confidential and Impartial Investigation:
11.1.3.1 A confidential and impartial investigation will be conducted to gather all relevant facts in any circumstance that is not required to be reported to an external authority. Said investigation will be superseded by any external authority investigating a complaint. In such an occurrence, the accused will be stood down and offered pastoral care/counselling until the conclusion of any external investigation process. Any internal or external investigation will respect the rights and privacy of all individuals involved. It will be carried out with sensitivity and discretion.
11.1.4 Cooperation with Authorities:
11.1.4.1 If the concern involves potential criminal activity or significant risk to a child, the ChildSafe Officer will ensure the incident is reported to the police or relevant child protection agencies. LifeSource Church will fully cooperate with any external investigations by legal or child welfare authorities.
11.1.5 Support for the Child and Family:
11.1.5.1 The child and their family will be offered appropriate support. This may include but is not limited to, counselling services, pastoral care, and any other assistance needed to help them cope with the situation.
11.1.6 Communication Strategy:
11.1.6.1 LifeSource Church will develop a communication strategy to manage information about the incident. This strategy will ensure that communications are handled sensitively and in a way that respects the privacy of those involved and the investigation's integrity.
11.1.7 Disciplinary Action:
11.1.7.1 Based on the investigation findings, appropriate disciplinary actions will be taken if required. This may include termination of employment or volunteer roles, restrictions on future involvement with church activities, or other actions in line with the church's policies and legal obligations.
11.1.8 Review and Learn:
11.1.8.1 After the resolution of an incident, the response team will review the case and identify any lessons learned. This review may lead to changes in policies, training, or practices to prevent similar incidents in the future.

11.1.11.2 Scope
11.1.11.2.1 This process applies to any decisions made under the Child Protection Policy, including but not limited to volunteer assignments, staff appointments, and any actions taken in response to a reported concern.
11.1.11.3 Initiating an Appeal
11.1.11.3.1 Eligibility:
11.1.11.3.1.1 Any individual directly affected by a decision under the Child Protection Policy is eligible to file an appeal.
11.1.11.3.2 Timeframe:
11.1.11.3.2.1 Appeals must be submitted in writing within 30 days of the decision.
11.1.11.3.3 Submission:
11.1.11.3.3.1 Appeals should be addressed to the designated Appeal Committee, comprising members not involved in the original decision.

11.1.11.4.1.1 The committee should include a mix of church leaders, FULL members, and external church people (with appropriate mediation/legal experience) to ensure a balanced perspective.

11.1.11.8.1 The decision of the Appeal Committee is final and binding.

12. REPORTING PROCEDURES
12.1 LifeSource Church is committed to ensuring all staff and volunteers follow all legislative reporting obligations. LifeSource Church will ensure this through the following means:
12.1.1 Immediate Reporting:
12.1.1.1 Any concerns or suspicions regarding a child's safety or wellbeing must be reported immediately. This includes any signs of abuse, neglect, inappropriate behaviour by staff, volunteers, or others, or any breach of the child protection policy and codes of conduct.
12.1.2 Designated ChildSafe Officer:
12.1.2.1 LifeSource Church has a designated ChildSafe Officer (CSO) who is specifically trained to handle child protection concerns. All reports should be directed to the CSO as the first point of contact, except in cases where immediate support is required from emergency services. The CSO's contact information will be prominently displayed in all church areas and communicated to all staff, volunteers, and church members.
12.1.3 Confidentiality and Support:
12.1.3.1 The identity of the person making the report and the child involved will be kept confidential to the greatest extent possible and subject to the confidentiality obligations of reporting, as per the ChildSafe Australia code of practice. Support will be provided to the person making the report, ensuring they feel safe and protected after coming forward.
12.1.4 Documentation:
12.1.4.1 All reports must be documented in writing as soon as possible after the incident is reported. This documentation should include details of the concern or allegation, any actions taken, and any follow-up that may be required.
12.1.5 Response Team:
12.1.5.1 Upon receiving a report, the ChildSafe Officer will convene a response team to assess the report and determine the appropriate action. This team may include church leaders, legal counsel, and external child protection experts, as necessary.
12.1.6 External Reporting Obligations:
12.1.6.1 If the report suggests a child is at risk of significant harm, the ChildSafe Officer is responsible for ensuring a report of the matter is made to the appropriate child protection authorities or law enforcement, in line with New South Wales legislation and mandatory reporting guidelines.
12.1.7 Investigation:
12.1.7.1 If required (see point 12.1.3.1), an internal investigation will be conducted in a respectful, confidential, and impartial manner. The investigation will not interfere with any external investigations being conducted by authorities.
12.1.8 Parental Involvement:
12.1.8.1 Except in cases where a parent or guardian is implicated or where it may further endanger the child, parents or guardians will be informed about concerns or reports involving their child and involved in the response process.
12.1.9 Review and Action:
12.1.9.1 The church will review the findings and take appropriate action following an investigation. This may include disciplinary action against those involved, changes to policies and practices, and measures to support the affected child, their family, cleared accused, or perpetrator.
12.1.10 Ongoing Training and Awareness:
12.1.10.1 Regular training sessions will be conducted to ensure all staff, volunteers, and church members know these reporting procedures and understand their importance in protecting children.
12.2 Through these reporting procedures, LifeSource Church aims to ensure that all child safety concerns are addressed swiftly, effectively, and with the utmost care and sensitivity, upholding our commitment to the safety and wellbeing of all children in our community.
13. COMMUNICATION
13.1 LifeSource church will ensure clear and transparent communication of this Child Protection Policy in the following ways:
13.1.1 Promotion of Child Protection Policy:
13.1.1.1 LifeSource Church will actively promote its Child Protection Policy to all church members, staff, volunteers, and visitors. This will be achieved through various means, such as service announcements, information on the church's website, and dedicated information sessions.
13.1.2 Accessible Information:
13.1.2.1 All information related to child safety, including the Child Protection Policy, codes of practice, and reporting procedures, will be easily accessible. This information will be available in digital and printed formats and distributed across church premises.

14. MONITORING & REVIEW
14.1 LifeSource Church will actively review and monitor its Child Protection Policy through the following initiatives:
14.1.1 Regular Policy Review:
14.1.1.1 LifeSource Church will conduct an annual review of the Child Protection Policy. This review will assess the effectiveness of current policies and practices and identify areas for improvement.
14.1.1.2 A bi-monthly meeting between the ChildSafe officer (or nominated representative) and each ministry leader is to take place. This meeting will be to discuss, review and document one (1) national standard.
14.1.1.2.1 This meeting is to be documented by the ChildSafe Officer.
14.1.1.2.2 This meeting is to take place via recorded Zoom meeting.
14.1.1.2.3 These meetings are to start at National Standard one (1) and each subsequent month address the next national standard sequentially.
